Issue 620: Temporal proximity of events for O13 triggers
In the 53rd CIDOC CRM & 46th FRBR/LRMoo SIG meeting, upon discussing issue 569 the SIG resolved to modify the scope note and FOL statement for O13 is needed to express the fact that the two events are temporaly connected. This issue is for proposing these changes.

We have only identified the need for scope note clarification in O13 based on the agreed introductory text of CRMsci:
“The CIDOC CRM avoids providing constructs to imply causality of events and instead describes influence and sequence of events. The CRMsci introduces the property O13 triggers (figure 6) which can be used to describe one event being the cause for another event. The triggering event may be the last of a series of events which trigger the triggered event. The association of the two events is based on their temporal proximity, i.e. the triggering event ends when the triggered event starts. This property does not indicate overall causality between events and it should not be used for analysis of social or historical causes of events.”

This property associates an instance of E5 Event that triggers another instance of E5 Event with the latter. It identifies the interaction between events: an event can activate (trigger) other events in a target system that is in a situation of sustained tension, such as a trap or an unstable mountain slope giving way to a land slide after a rain or earthquake. In that sense the triggering event is interpreted as a cause.

This property associates an instance of E5 Event that triggers another instance of E5 Event with the latter. In the 55th joint meeting of the CIDOC CRM and SO/TC46/SC4/WG9; 48th FRBR/LRMoo SIG meeting, the SIG resolved to reformulate the scope note and FOL of O13 triggers to indicate that the triggering event temporally preceded (and influenced) the triggered event.
The details of the proposal and the discussion that lead up to the decision can be found in the attached document.
Nb. the label of the property is in the present tense, instead of the past (which seems to contradict the naming conventions assumed by the CIDOC CRM: v7.1.2, p. 20: "Naming Conventions", 2nd bulletpoint). This could be either an oversight or an active decision that has not been documented.
